Sunday night (1 May) saw over 60 resident cyclists teaming up with the OCPD in a night patrol around USJ. Covering USJ 2 to 6, 9, and 11 to 12, the goal for the night was to demonstrate the community’s willingness to combat crime in partnership with the police.

The “bicycle patrol” organised by the Jawatankuasa Penduduk (JKP) is a continuation of on-going efforts to mobilizing the residents in a grass-roots effort to fight crime. In this case, utilizing the growing cycling subculture for civic aims.

The effort builds on the close rapport between the police and the community already evident in the joint roadblocks that appear occasionally. 40 police riders, eight outriders, a patrol car, and Inspector Tuan Jasni himself led the patrol that lasted for an hour and a half. Local councillor Tony Chang and KRT/RA leaders also participated that night.

With Subang Jaya being so densely populated and spread out means that the local police with their limited resources needs to engage with residents to be fully effective. Subang Jaya is unique in the Klang Valley however, as we have observed that residents are highly organized and extremely keen to participate in efforts to improve their communities, making such government-to-people collaborations possible.

Masalah jenayah, persekitaran yang kotor, kemiskinan, dan putus harapan – adalah antara perkara yang akan muncul di fikiran apabila kawasan perumahan kos rendah dibangkitkan dalam perbualan. Projek sebegini sering diumpamakan seperti anak tiri yang tidak diingini oleh penghuni kawasan perumahan lain yang sedang membangun. Penghuni kelas pertengahan akan mengelak daripada membeli hartanah berhampiran dengan projek sebegini kerana bimbang nilai hartanah akan meleset. Kami kini sedang mengkaji masalah yang dihadapi oleh Subang Perdana Court 2.

1.Hutang: Ramai penghuni tidak membayar yuran penyelenggaraan antara RM44 ke RM60 sebulan yang dikumpul sekali pada setiap tiga bulan. Oleh sebab itu, pihak ahli jawatankuasa (AJK) menghadapi kesukaran untuk mengekalkan dan menjalankan pembaikan pada kemudahan bangunan. Dana mereka kini semakin berkurangan dan menyusut sehingga beribu-ribu ringgit.

2.Kelengahan Birokrasi: Kawasan di dalam dan di sekitar Subang Perdana Court 2 sedang diperlakukan bagai tempat pembuangan sampah oleh orang luar. Permohonan AJK kepada MPSJ untuk membenarkan pekarangan mereka dipagar berlanjutan selama 6 bulan. Memandangkan terdapat juga masalah pembiayaan dalaman, rancangan itu kelihatan sepeti sukar untuk dilaksanakan.

3.Pengabaian: Pihak Ahli Jawatan Kuasa (AJK) sering melaporkan nombor pendaftaran kenderaan beberapa individu yang bertanggungjawab terhadap pembuangan haram di kawasan kejiranan mereka kepada Majlis Perbandaran Subang Jaya (MPSJ). Walau bagaimanapun, MPSJ jarang memberi maklum balas kepada laporan-laporan ini, malah, mengeluarkan denda pembuangan sampah kepada pihak AJK, sehingga menekan kewangan mereka yang semakin berkurangan.

4.Kurang Nilai Empati: Oleh kerana kekurangan dana, pihak AJK tidak mampu untuk membaiki kerosakan yang melibatkan kawasan-kawasan seperti siling di kawasan umum, perpaipan, pendawaian, dan jalan-jalan dalaman. Hal ini mengundang kritikan terhadap MPSJ mengenai tanggungjawab yang gagal mereka tunaikan. Pihak AJK mahu segala kerumitan tentang masalah yang mereka hadapi boleh difahami dengan lebih baik oleh pihak Majlis.

5.Pemikiran: Kebanyakan penghuni di Subang Perdana Court 2 merupakan penyewa yang terdiri daripada golongan pelajar dan pekerja asing. Akibatnya, adalah sukar untuk melibatkan mereka dalam aktiviti kemasyarakatan kerena mereka tidak melihat diri sebagai penduduk tetap dalam jangka masa yang panjang. Malah, sebilangan besar daripada penghuni tersebut bertindak untuk menentang secara terbuka apabila ditegur kerana membuang sampah dan memarkir kenderaan sewenang-wenangnya.

Peningkatan ke arah hidup yang lebih berkualiti boleh dimulakan dengan pihak berkuasa mengambil peranan utama dalam memahami masalah para penghuni secara lebih mendalam. Masalah mereka adalah unik berbanding kebanyakan kediaman persendirian kelas pertengahan di Subang Jaya. Pihak MPSJ perlu lebih bertolak ansur terutamanya berhubung dasar-dasar menyeluruh yang kadangkala tidak sesuai untuk diterapkan di kawasan perumahan kos rendah. Mengambil kira tahap pendapatan dan demografi penghuni, pihak Majlis perlu bertindak segera dengan mempertimbangkan untuk memberi subsidi pembinaan pagar dan menugaskan pihak berkaitan dalam urusan kutipan sampah dan mengetatkan soal keselamatan di situ.

Bagi pihak kami, langkah mengenal pasti masalah yang dihadapi oleh penghuni rumah kos rendah adalah penting untuk mengelakkan stigma negatif dan diskriminasi. Mereka adalah golongan yang sedang berjuang untuk masa depan yang lebih baik, sebagaimana kita semua.

Maka, tindakan apa lagi yang perlu difikirkan dan diambil kira? Adakah anda fikir bahawa kebimbangan mereka adalah sahih dan penting? Dan, adakah anda juga mempunyai kebimbangan anda sendiri?

Crime, filth, poverty and hopelessness – these come to mind when low cost areas are mentioned. These projects are often viewed as the unwanted stepchild by residents of any up-and-coming housing estate. Middle class residents avoid buying properties close to these projects for fear of depressed property values. We examine the problems facing Subang Perdana Court 2.

1.Debt: Many residents do not pay maintenance fees of between RM44 - RM60 per month, collected every 3 months. The AJK (Ahli Jawatankuasa) therefore finds it difficult to maintain and conduct repairs of the building facilities. Funds are now short by thousands of ringgit.

2.Bureaucratic delays: The area in and around Subang Perdana Court 2 is being treated as a rubbish dumping ground by outsiders. The AJK’s application to the MPSJ to allow their compound to be fenced has been pending for 6 months. Due to internal financing problems as well, the plan seems like an even more distant reality.

3.Neglect: The AJK frequently reports vehicle numbers of persons responsible for illegal dumping in their neighbourhood to the MPSJ. However, the MPSJ rarely responds to these reports and instead, issues dumping fines to the AJK, straining their already thin finances.

4.Lack of empathy: Due to a lack of funding, the AJK cannot adequately repair damages affecting areas such as common area ceilings, piping, wiring, and internal roads. This in turn leads to criticism from MPSJ regarding ‘unfulfilled duties’. The AJK wishes that the intricacies of their problems can be understood better by the council.

5.Mentality: Many residing in Court 2 rent – they’re either students or migrant workers. As a result, it is difficult to engage those who do not see themselves as long-term residents. Some residents openly resist when being reprimanded for openly dumping large amounts of rubbish and parking indiscriminately.

Improvement to these residents’ quality of life can start by the authorities taking a lead role in understanding of their problems more deeply, which are unique from more common middle-class private residences in Subang Jaya. The MPSJ needs to be flexible enough particularly with blanket policies that sometimes cannot be applied to low-cost housing. Taking into account the income levels and demographic of the residents, perhaps the council should hasten and consider subsidizing the building of perimeter fencing and assign resources for rubbish collection and more security there.

On our part, recognizing the problems faced by occupants of low cost housing is crucial to prevent negative stigmas and discrimination. They are people fighting for a better future like all of us anyway.
